Unfortunately, your answer is wrong.
Through the flame the oxygen level inside of the class decreases, but at the same time the carbon dioxide level increases. Thus, there is still gas inside of the glass. However, the carbon dioxide dissolves better in water than in oxygen what makes the gas level decrease a little bit and the water level rises. However, this effect is rather small and does not explain the entire rise of the water level.
