It might surely be clear to you that the helium balloon rises in the air. The cause is the static buoyancy, by which the balloon is affected. The static buoyancy is a force which is directed oppositely to the weight force. Therefore the helium balloon rises in the air.

But with that we cannot explain the movement of the balloon yet while braking.
