The potential difference is between the voltage line and the ground: the high potential in the voltage line and the low potential in the ground. The difference is extremely high: several thousand volts!!! The person's body connects the high potential with the low potential; an electric circuit is created and the electric current is, of course, extremely high, too.
This is the reason for the electric shock. And only if the person is lucky, he or she will survive...
