Because of the approach of the external charges, the charges of a body are redistributed.

  1. The charges in the metal balls are distributed uniformly.






  2. Because of the positively charged third ball the negative charges of the other two balls are attracted. Some of the charges transit the wire.




  3. After the third ball has been removed, the charges redistribute uniformly in the balls. Due to the fact that the wire has been removed, the charges which have moved through the wire, stay in the green ball, so that it is charged negatively now.

Although both of the balls were neutral in the beginning, now one of them is charged positively and the other one negatively. But no charge has been produced, instead it was only shifted by induction. So if a charged object is placed near a conductor, the charges of the conductor will be shifted.
