There are two forms of charge: positive (+) and negative (-). So in terms of charge, a body can have three states:

1. If it contains the same amount of positive and negative charges, it is charged neutrally.

2. If it contains more positive than negative charges, it is charged positively.

3. But if it contains more negative than positive charges, it is charged negatively.

Contrarily charged objects attract one another, whereas identically charged objects repel each other. So if you put negatively charged plastic near positively charged hair, they will attract each other. But if you put the negatively charged piece of plastic next to another negatively charged plastic piece, they will repel each other.
