The negative charge of the rod repels the negative charges of the foil. The positive charges stay fixed at their position this time, too. This results in bundling the negative charges in the tips of the foil.

Due to the fact that now both of the two tips of the foil are charged negatively, they repel each other. You can observe that in the task on the electroscope.
